Does merging PDF reduce file quality?
No. The tool copies the pages from the original files into the new PDF without recompressing them. The result keeps the same text and image quality that the source files had.
Can I choose the page order when merging the files?

Two likely causes: the file is already password protected, and this tool cannot open encrypted PDFs, or it is corrupted and not a valid PDF. There is no tool here to remove protection. Check that each file opens normally in another reader before merging it.
Can I merge a file that is not a PDF by mistake?
No. The file picker only accepts PDF, but if you force-drop another file type, an image or a Word document for example, the process fails immediately with a generic error saying it could not open the file. Only choose valid PDF files to merge.
